No double pay on Public Holidays

Can someone explain to me how are airlines above the law when it comes to national declared public holiday by a country?

I mean i understand that there are no "Sundays" on a shifting schedule, this is quite normal for IT, callcenters, security guards, or weekend/shifting workers. But they are always paid extra for public holidays. I cant think of a decent work that does not pay except for airlines.^

Just looking for clarity because i google a lot and there only seems to be 1 site that is related to the question

Because Cabin crew get more leave/vacation days to compensate....

Happy2fly, this is not true for most airlines in the asia region. So I still do not know how they are above the law
