Yes, this is true, unless my line manager is not telling us the truth as he said that he had never flown as crew. Also I flew a couple weeks ago with another csm, who worked for an airline before but not as crew. Even some of the trainers have never worked as crew before, which I find very odd.
Your 'line manager'? It is correct that some of the Crew Team Managers have not flown before but they are employed as Team Managers. They are not employed to operate as a senior crew member. All Crew Team Managers are required to fly in order that they may assess members of their team but they do so, usually, on a supernumerary basis - never as the in-charge crew member.
If you are saying that your own CSM manager has not flown before, I am afraid I find that very hard to believe. Looking, specifically, at current CSM's who have, so far, been allocated main crew I think you will find that they have all flown before.
Some of the SEP trainers at Cranebank have never flown before and neither is there a requirement for them to have done so. There is, however, a requirement that Senior Cabin Crew Members have at least a year's flying experience and have completed an approved promotion course. It is, for that reason, that assessment selectors reject any CSM applications that do not meet those requirements.
